You won't find a new replacement dial cover. You might be able to find a parts mule on eBay but I doubt it. If it's just yellowed, I would probably be happy as long as you can still see through it. Just a natural part of aging.

As for dating, you can get an idea from the tube complement. What tubes does it use?
