When you measure spl to determine if a speaker is "flat" or not, do you measure with C weighting or with A rating or what?

Neither. Both "C" rating and "A" rating are filtered response curves, having rolloff at the top and bottom end of the audio spectrum. Of the two, the one closer to flat is "C", but extremes are still rolled off, particularly at low frequencies.
