I want high efficiency speakers because one day I want to use them with a tube amp that does not have a lot of power, like one from Decware.

I have a pair of NHT SuperOne's and they are the best speakers I have heard for the money, but they don't play loud without a lot of power, and I am afraid that a low powered tube amp will start clipping at reasonable volume levels with my SuperOnes. I was thinking about Klispch but figured that there has to be something better out there even in my low price range than mass market stuff because I have a very good ear.

A pair of Two Pi Bass Reflex divers and Xover will run you $120. This leaves you $280 for cabs. Should be VERY doable for a $400 budget. I honestly don't think you will do much better in you price range, sorry.

I would take the advice of hurdy_gurdyamn to heart - look beyond sensitivity. I'm running a 35 wpc PP tube through Maggies (MMG-W, $300/pair), which are about as ineffient as you can get. No, they will not play concert level, but they sound pretty awesome. They do, however, require a sub below 100HZ.
