It's money. The price of rent has driven the bad element out of these places. Most people paying 3500$ a month for a one bedroom apt aren't petty criminals; although they may work on Wall Street and be big criminals; or in Hedge Fund Management and be REALLY big criminals.
Places like Pheonix are old in the demograpphic sense; old people don't commit crimes as much.
