Energy along frequency spectrum

Can someone provide me with some rule-of-thumb regarding the division of energy along the frequency spectrum. For example, 50% of energy is typically found below 250Hz?

How is this information translated into amplification power requirment? For example, if a 2-way is crossed and bi-amped at 1.5KHz, and only 25% of energy goes to HF, does this mean the HF can can be 1/3 the power of the LF amp?
