I am no expert, but i would look at the efficiency first, and then if it;s horn or not. Is there a difference in what kind of tweeter we use over 10khz? not sure. seems like the probem you are having now is one of efficiency in the tweeter. Why not just get a really efficient tweeter and put a pot in series with it? I am plannng dto do something with my full range driver boxes as well. I think they roll off around 14 K.
I haven;t really played around with different types of tweeters to see if one sounds better tha nthe other....i mean at 1okhz +.
