I suggest using Spice to find values for R1, R2 and C1 that are appropriate for a 16 ohm MD2001. You can model the MD2001-16 tweeter using the PSD2002-8 model included in the distribution file, but substitute 12 ohms for resistor R4, which represents voice coil resistance (Re). Inductor L4 is voice coil inductance (Le) and it should be changed to 0.2mH. Now all you have to do is model the circuit, finding values for R1, R2 and C1 that give the response like what is shown below.
