I'm thinking it must be all the way back at the collection point. Right after the cameras and microphones, when they split it out to the various distribution systems. They must run the audio through a system that delays it slightly, perhaps some kind of processor. That would be my guess.

I've asked around and found one person that reported this symptom. What he said tended to confirm my suspicions. He made a television warranty claim, and they found that the problem was with the signal at the source. The satellite company was contacted and they said the signal was sent to them that way. So I dunno. It's still speculation on my part, but I think the distribution channel is responsible.
