The bottom end would indeed be limited if the woofer is not used the way it was intended. The same is true with many woofers - put a 12" JBL in a sealed box and it's a midrange.

The intention all along has been to drive that second voice coil with a plate amp. That's what the design is optimized for. The resulting speaker system is expected to be a fullrange one-box solution, though not a one-amp solution.
