My son wants to start playing the drums and I have two options for where he can do this; it's either going to be in the basement or in the attic. Which one do you think would be the better option for reducing the noise? I'm not sure my neighbors are going to appreciate him learning this instrument if they can hear it all the time.

You have such a great concern for noise pollution. I don't think the basement would be a good idea. I still feel you could insulate a normal room and reduce the noise.
