I've always wondered why people don't put as much importance on learning about the ways they could use the power that they already possess to improve their lives, but they would be willing to spend months and even years trying to learn a skill in the hopes of living a better life?

Are you talking about God given talents? If so, some people don't have any to where they don't need formal education to better themselves.

Then there are those who do have God given talents, but not the upbringing, connections or learned social skills to do anything about it.
